Apply the correct monitoring model

Official guidance distinguishes higher education academic-engagement policies from contact-point monitoring at other providers. It also differentiates course levels and remote study. A universal “ten absences” rule is unsafe: use the relevant category and the current policy text.

Begin with the educational activity that demonstrates participation in the particular course. A postgraduate researcher, a taught-course undergraduate and a school pupil should not be reduced to the same attendance measure.

Suggested case workflow

Map each course’s expected evidence, the system that captures it and the member of staff who reviews exceptions. Separate a missing system entry from confirmed non-engagement. A broken card reader or an unrecorded supervisory meeting should be investigated before it becomes an adverse conclusion.

Use a documented support and intervention process. Record the concern, contact attempts, the student’s response, evidence considered and the next review point. Keep welfare decisions and immigration decisions connected while preserving their different purposes.

  • Identify the monitoring model and applicable policy for each cohort.
  • Check that the timetable, learning platform and student record use consistent identifiers.
  • Review missed activity promptly against the approved escalation policy.
  • Distinguish approved absence, vacation, placement, remote activity and unexplained absence.
  • Record support, response and the reason for each escalation or closure.
  • Connect any final sponsorship decision to the appropriate reporting workflow.

Test the system with cases

Select one resolved alert, one repeated concern and one current exception. Ask whether the institution can reconstruct what was expected, what actually happened and why the next step was chosen. Then test a case whose evidence is held by a teaching partner or placement provider.

Do not set an institutional policy by copying a generic online threshold. The official provisions include conditions and exceptions; the policy and its implementation need competent review.
