The official framework
A CAS is a virtual SMS record, not a visa. The official field guide explains the information used to create it. Appendix Student governs the underlying application requirements, including the CAS validity window and whether it has already been used.
Separate academic acceptance from the decision to sponsor. A compelling academic applicant may still have a case that needs further immigration review. Equally, the presence of a CAS draft does not show that the supporting evidence has been assessed.
Suggested two-stage approval
First establish the proposed course, level, duration, teaching pattern, placement and student identity. Then have a competent reviewer record the applicable route requirements and their evidence. The reviewer should identify any point that cannot yet be resolved and route it for a decision before assignment.
Use a final comparison between the approved file and the SMS draft. It is easier to identify a mismatched course date or fee value at this point than after a visa application has been made. Record who performed the comparison and the version of the evidence reviewed.
- Match identity details consistently across the application record and CAS draft.
- Record the course and delivery plan the approval actually covers.
- Document the academic, language and other checks relevant to that case.
- Reconcile fee payments and any accommodation figures with finance records.
- Check agent attribution and the appropriate evidence for unusual recruitment routes.
- Create a controlled escalation route for rule changes, previous refusals or unresolved discrepancies.
Quality assurance after assignment
Keep an error log that distinguishes entry errors, missing evidence and incorrect eligibility decisions. Each needs a different response. Periodically compare a sample of assigned records with the approved file and ask whether another reviewer can reproduce the reasoning.
Never use an automated checklist as the sole authority for visa eligibility. Where an individual decision is uncertain, use appropriately regulated advice and the current Rules before committing the institution to sponsorship.
