ATAS and research-course controls

Make subject classification, exemptions and changes visible before research or study begins.

Use the specialist source

ATAS applies to certain students and researchers in specified fields, with nationality and immigration-status exceptions. The FCDO guidance explains when a certificate or a new application is needed. Its March 2026 update also warns against false details generated using AI.

A course title alone is a poor control. Ask the responsible academic team to describe the actual subject or research and to confirm the relevant classification through the institution’s established process.

Suggested research approval trail

Link the academic offer, subject classification, student status, any exemption reasoning and the certificate review. Record who checked that the approval relates to the intended study. Keep a controlled route for changes of topic, supervisor, institution or dates.

Build realistic lead time into admissions planning. Where a student is waiting for a decision, maintain a visible status and a named owner for the next review; avoid allowing an unresolved case to disappear into a general admissions queue.

  • Confirm the proposed subject and the appropriate classification.
  • Check whether the person and activity fall within ATAS scope.
  • Record the basis of an exemption or the certificate evidence reviewed.
  • Compare the approval with the actual course or research proposal.
  • Reassess relevant changes using the current FCDO guidance.
  • Use accurate source information in an application and have the applicant verify it.

Separate student and employee routes

Research institutions can encounter ATAS in different settings. A student, a visiting academic and an employed researcher should enter the appropriate review path. Join up the academic, HR and compliance teams where more than one team is involved.

This guide and the site’s checklists do not determine ATAS eligibility or issue clearance. Use the official checking service and the institution’s competent reviewer for the actual decision.
