Current framework at 4 November 2026
For BCA applications from 1 June 2026, the core limits are refusal below 5%, enrolment at least 95% and completion at least 85%. Completion rises to 90% from 1 June 2027. During the transition, completion is checked separately and excluded from the first RAG rating.
Refusal bands: green below 4%, amber 4% to below 5%, red at least 5%. Enrolment: green at least 96%, amber 95% to below 96%, red below 95%. From June 2027, completion: green at least 92%, amber 90% to below 92%, red below 90%. The weakest assessed band controls; discretion and transitional provisions may affect the official result.
Suggested preparation exercise
Freeze an assessment-date snapshot and keep a separate reconciliation for each metric. Do not assume the same students belong in every denominator. Give each inclusion, exclusion or unresolved outcome a reason and an evidence reference; ask a second person to challenge the cohort definition.
A useful internal report shows the count as well as the percentage. Explain what a single additional adverse outcome would do, where unresolved cases sit and whether missing data could change the assessment. Keep scenario analysis separate from the actual snapshot.
- Select the application date and confirm the version of the framework that applies.
- Reconcile each cohort to the official calculation provisions, paragraphs 2.16–2.26.
- Review pending decisions, reconsiderations and withdrawal evidence individually.
- Keep an auditable rationale for excluded cases and avoid duplicate counts.
- Check the underlying fraction before rounding a displayed percentage.
- Escalate uncertainty and retain the reviewed snapshot used for submission.
Use the result responsibly
Our calculator is an indicative planning aid using the counts you supply. It cannot verify SMS data, determine an exclusion or exercise Home Office discretion. A favourable estimate is not certification of the institution’s wider compliance.
Use the result to prioritise investigation and improvements to recruitment, support and data handling. Avoid treating an attractive percentage as a reason to leave a known reporting or safeguarding issue unresolved.
