Separate the legal frameworks
The Child Student route covers ages 4–17 at independent schools. The Rules distinguish permitted care and living arrangements and associated evidence. In England, schools and colleges also use Keeping Children Safe in Education; boarding standards add a separate framework. Other UK nations have their own education safeguarding regimes.
A safeguarding concern may require immediate action independently of an immigration reporting deadline. Assign a designated safeguarding lead to the welfare response and a competent sponsor-compliance lead to any immigration consequence.
Suggested whole-year care record
Map the child’s actual arrangements during term, weekends, holidays, travel and any temporary changes. Avoid recording only the main term-time address. Build a route for parents, guardians and boarding staff to notify a proposed change before it happens where practicable.
Use precise categories. A commercial guardianship provider, a nominated individual, a close relative and a private foster carer are not automatically interchangeable. Record the arrangement reviewed, the supporting evidence and who approved it.
- Identify the appropriate route, age and school category.
- Keep a dated map of intended living and travel arrangements.
- Check the applicable consent, undertaking and suitability evidence.
- Escalate private fostering and other specialist issues to the appropriate lead.
- Review changes against both welfare procedures and sponsor-reporting requirements.
- Keep an emergency contact and handover plan that staff can actually use.
Assurance with dignity
Test whether staff can explain who is responsible for a child on a particular weekend or during a disrupted journey. Ask how a change is recorded and how concerns reach the safeguarding lead. Review access carefully so that sensitive safeguarding detail is not copied into general audit exports.
A template cannot approve a care arrangement. Use the current Rules, the relevant national safeguarding framework and case-specific professional judgement.
