When the service can help
The Employer Checking Service covers specified cases where status cannot be shown, including some outstanding applications, appeals or reviews and technical problems. Some Application Registration Cards and non-digital Certificates of Application also require checking.
- Confirm that the case meets the service criteria and gather the required identifiers securely.
- Record the request, response and any follow-up date.
- Read a Positive Verification Notice’s terms rather than assuming every outstanding application allows work.
Make the decision reviewable
Recommended practice: assign a reviewer to reconcile the result, the employment proposal and the next review event.
- Retain the evidence supporting the check route.
- Escalate an uncertain or adverse result before authorising work.
- Avoid automatic adverse treatment merely because digital access has failed.
Suggested escalation case sheet
Prepare a concise chronology explaining why the ordinary evidence route is unavailable and which service criterion is being considered. Separate the person's account from documents already reviewed and facts still awaiting confirmation. Assign a named reviewer who can decide what further evidence or specialist input is needed. Keep access to identifiers limited to those completing the authorised process.
Track the request through to a response and a recorded employment decision. An acknowledgement that a request was received is a different record from the substantive result. Make that distinction visible in the case sheet.
- Record the reason for using the service and supporting evidence references.
- Identify who will monitor for a response and provide deputy cover.
- Link any applicable follow-up date to the actual response and guidance.
Suggested response review
Read the response against the person, proposed work and relevant dates. Record any condition or limitation needing further attention. If information is missing, inconsistent or adverse, preserve the original response and route the issue to the competent decision maker. Avoid allowing a generic onboarding status to override the unresolved question.
Check older open requests periodically so that a case does not remain indefinitely in a waiting category. The review should establish what is outstanding, what contact or evidence would resolve it, and who is responsible for the next decision. Record communication carefully without promising an immigration outcome.
Fictional practice scenario
A fictional employer is told that an existing worker has an outstanding application. The administrator has a reference number but no reviewed basis for the proposed employment decision. A practice exercise identifies the missing chronology, evidence and service-applicability review.
The team appoints a reviewer and keeps the case visible until the relevant checks and decision are documented. It does not treat the application reference or an ECS request acknowledgement as a positive verification result.
