Start with the correct sponsorship route
The Home Office expects sponsors to monitor immigration status, maintain relevant records, track attendance, keep contact details current and report relevant problems. Route-specific duties supplement this framework.
- Create a register of licensed entities, routes, trading names, work locations and accountable owners.
- Map recruitment, HR, payroll, line management and SMS actions to named people and deputies.
- Record which source, version and route govern each control.
Build a usable control cycle
Recommended practice: organise work around hire, start, change, absence, renewal and exit events. Every event should produce an identifiable owner, a decision and retrievable evidence.
- Give managers a short escalation form rather than expecting them to interpret immigration rules.
- Review overdue work and unresolved evidence gaps at a regular sponsor meeting.
- Retest a small live file sample after a process changes.
Suggested review: trace one event across the business
Choose a recent worker change and follow it through the organisation. Ask the manager when the change was agreed, HR when it was recorded, payroll when it took effect and the sponsor team when it was assessed. Put those dates beside the evidence references. The gaps between teams often reveal a weakness that a completed policy checklist misses.
Give the review a clear output: one agreed chronology, unresolved questions, the control owner and a date for checking the remedy. Use the same event to test deputy cover and the route for urgent decisions.
- Select a routine case and a case involving more than one location.
- Ask each team to demonstrate its actual handover record.
- Check whether the final decision reached everyone who needed to act.
Suggested management evidence
A useful management pack combines overdue decisions, incomplete evidence, recurring handover failures and actions awaiting verification. Include the size and limits of the sample so that a clean handful of files does not become a claim about the whole organisation. Record which questions leadership must decide, such as ownership, resources or escalation.
Keep the duty register short enough to use. A named owner who has no access, training or available deputy is a practical gap. Ask that person to retrieve one recent example and explain what would happen during a busy intake or unexpected absence.
Fictional practice scenario
A fictional manufacturer recruits centrally, while three site managers arrange work and payroll runs from a separate office. A worker moves between sites, but only the rota changes. In a practice review, the team reconstructs the decision and identifies which sponsor questions still need assessment.
Its proposed improvement is a shared change record with a reviewer and a completion check. The scenario illustrates a handover test; it does not determine whether that particular move requires a report.
